The Seoul Zpower LED p4 is probably the oldest high power LED on the market. It should not be used for new designs. The actual technology are COB LEDs: http://www.leds.de/en/High-Power-LEDs/C ... oard-LEDs/
Single chip LEDs are nowadays mostly used for special cases (i.e. flashlights).
BTW: CE conformity is not suitable for a single component. If you are the manufacturer of the lamp, then YOU have to carry out a conformity assessment, set up the technical file and sign a Declaration stipulated by the leading legislation for the product (see: https://en.wikipedia.org/wiki/CE_marking )
