If you run them at 700mA as recommended, the power consumption is 14W. 3W are converted to light, but the remaining 11W have to go somewhere. The surface area of 46cm*cm is not sufficient - you definitely need a heat sink.
Assuming an ambient temperature of 25°C and an LED temperature of 85°C, the heat sink should be rated at 5K/W or better.
